Orientation is Referenced in Taiwan's Control Yuan Report

"A report by legislators Wang Yu-ling, Lai Chen-Chang, and Chi Hui-Jung investigates allegations that Giant Bicycles, in its production of bicycles and spare parts in Taiwan, has allegedly abused its vulnerable position, imposed harsh working and living conditions, engaged in debt-for-labor labor, withheld wages, and subjected employees to excessive overtime, constituting forced labor as defined by the International Labour Organization. The U.S. Customs and Border Protection has issued a detention order against the company.


What is the truth behind this case? It concerns workers' rights and Taiwan's international image, and a thorough investigation is necessary. "


The Control Yuan's report references Orientation's publication on Forced Labor Indicators in Taiwan Manufacturing, reiterating how Taiwan is in fact recognized by overseas companies as a high-risk area for forced labor, and the reminder to address forced labor risk to reduce trade and reputational risk.


"On the other hand, in September 2024, Orientation, a US-based social enterprise, released a report reviewing the human rights records of multinational brands. The report identified Taiwan as a high-risk area for forced labor, with numerous companies publicly disclosing that Taiwan is frequently associated with forced labor and modern-day slavery, posing a risk to the sustainable development of Taiwan's manufacturing industry and its international reputation. As countries promote human rights due diligence systems, these risks are becoming more easily uncovered. This serves as a reminder to Taiwan's regulatory authorities and businesses that even if individual cases do not directly involve violations, they should strengthen risk assessment and response measures to reduce potential international accusations and trade and reputational risks."


另一方面,113年9月,美國社會企業Orientation發布報告,檢視跨國品牌人權稽查紀錄,指出臺灣為強迫勞動高風險地區,且多項企業公開揭露顯示,臺灣經常與強迫勞動指標及現代奴役相關聯,對我國製造業永續發展及國際聲譽構成風險。隨著各國推動人權盡職調查制度,相關風險更易被揭露。此提醒我國主管機關及企業,即便個案未直接違法,亦應強化風險掌握與因應措施,以降低潛在國際指控及貿易與聲譽風險。
